they sound like sloppy criminals. or good ones that got away for a long time, and then got too comfortable. having an international subsidiary screams money laundering, asking to be head of a wannaba police force screams cover-up alibi, and super secret surveillance equipment installed for free screams contraband being traded... which could be exotic cars, guns, drugs, etc...
