Can anyone in the Bay Area fabricate an auxiliary light bar for an '02?

I'm looking to get an auxiliary light bar for my 2002 but all the ones companies are selling are $250+ which I dont want to spend. I'm wondering if theres anyone out there in the Bay Area or surrounding areas that can fabricate a bar for me. I'm looking for one similar to the rally innovations bar so I can put a set of lights on the lower bar and upper bar.

I'll need the bars bent to sit along the bumper smoothly and some fairly strong welds along with with mounting brakets to mount the bar on the car and to mount the lights on the bar. I'll primer the bar myself once its done.

so can anyone help me out with this or know someone who can help?

I'll pay for cost of materials and we can discuss payment for the time it takes to make too. TIA

here are some pictures of my two ideas.

the first one would mount somewhere under the car where the two ends stop (my way of showing that the curve under the bumper) and they would also bolt to the license plate holes

this one is like the rally innovations one and I believe it mounts to the upper radiator mounts? and somewhere else of course
