go with the biggest front bar you can find.
whiteline 27mm front
whiteline 22mm rear
adjustable rear endlinks
if you have a STi then you can keep the stock front endlinks, if you have a WRX, then you will need to upgrade the front endlinks as well.

can u tell me why such a big sway in the front?

Understood. My point is that if I wanted to upgrade tires as a MODIFICATION, and not out of necessity, I would spend a LOT more than 700.

I love my Cobb bars. 
Whiteline also makes killer stuff. Can't go wrong for the price.
I would go for a 22-24-26 rear adjustable bar though, and a fatty(25mm) up front.

I say get the sways before tires.
Changing the sways and springs will make your car rotate and turn very differently...learn the cars new handling characteristics on your RE-92's at a slow speed...they give you plenty of warning before breaking traction...then when you are used to how it steers, turns in etc.. THEN get better tires so you can increase your cornering speeds.
RE-92's are fantastic 'Training wheel's' tires so you can learn how your car feels on the limit, but at slower speeds.

Most of the hardcore road guys we setup here for WRX's we run a fixed 22mm bar on the front and a 24mm adjustable on the rear.
For STI's we often opt for a 24mm front sometimes even bigger depending on the application.
Track setup is another ball game altogether.

WTF?????
No way would I put a bar that big up front...If I wanted it to push I'd a bought a honda.
This will create a neutral handling car with a bit of understeer...much like stock just stiffer....then you have to overcompensate with camber.
a 22 up front is perfect in my opinion.

bigger front bar = more rotation, it's from my autox experience.
<---- have ran stock bars, cusco 22mm front and rear, then 27mm front and 22mm rear. out of all the setup, 27/22 rotates the best, plus it fixes the problem of rear wheel lifting during hard corner. I know it doesn't make sense, but it's something related to camber control in the front vs the awful Subaru front geometry. for track use, i would even go 27mm/stock, since I think my current autox setup is a bit too loose for track use. oh, I ran 32mm hollow front/22mm rear as well, it's about the same as 27mm(set to 29mm)/22mm.

Our Auto X car has the complete opposite to your setup and rotates better than any Subaru we have ever driven (ask any of the guys that have driven it too).
