Have to check out Rave burger, for me fries play a huge part of the meal and must be made from real potatoes. I had some In-N-Out yesterday in Millbrae waiting for someone at the airport and while the burgers are extremely boring save for the great produce, the fries are consistently great. Crispy, fresh, cooked as close to perfection as single-fried can be, just as usual. I have yet to have these "wrinkled limp and tasteless" fries at any In-N-Out that I have been to since living in CA. I used to eat at the one in Sunnyvale all the time, and the fries are always tasty and crispy.
I cannot stress it enough though, if you love a good burger and fries you owe it to yourself to hit up Holy Grill in SF on Townsend. Seriously surprising burger and fries cooked to perfection - double fried as they should be for the "perfect" fry.
If you are nuts about fries/chips like I am - check out Camelot Fish & Chips in Pacifica - the only place I have seen chips that remind me of living in the UK, they are, incredible.

Pearl's Burger in Mill Valley is good, so is In n Out. the bullshead in West Portal (SF) is awesome and Bistro Burger is great. But I think teh best burger is at Marin Joe's. The meat is grilled over a wood burning stove and... I dont know what else to say. Its awesome.
Darla's on Irving is good too. Oh, and so is Jeffrey's in San Mateo.

At my work we make a damn good burger. we start with fresh chuck roll, and grind in trip-tip and some extra fat just to make it so juice. It come with the usually fixing like tomatoes, pickles, onions, lettuce, mayo and mustard and a house made burger bun thats to die for.
edit: it so good that it sit atop of our menu.

The meat was mixed with about 10% oats, she said it improved the cooking consistency and allowed it stick together better so she could make the patties thin. When i asked why they were thin, she said with a smile, that way you'll order two.
She sold them from a push cart along with soju in Seoul city, South Korea, they were the bomb and you could drink with your friends and hang out after you got kicked out of the bar I mean after the bars closed

Jeffery's is pretty good. So is Barney's.
But the best is George's on Newell and Main in Walnut Creek. Best bacon ever.
