Restaurant, Bar, Bowling ally, Casino, Pizza Parlor, Spa, Street Performer, whatever. Unless the person is truly exceptional, I'm not going to leave a tip.
How is it rude to not tip? Is it rude because society says so? It is rude because of factors that I don't understand? Because of factors that contribute to a broken system? A tip is a voluntary extra payment made to certain service sector workers in addition to the advertised price of the transaction. By definition a tip is never legally required, and its amount is at the discretion of the patron being served. When I go out, I can afford to tip. I am not going to go into a place with $10 and order a $10 meal. I'll order a $5-6 meal and see how the experience unravels, then once the bill comes, I think about my experience and decide what to do with the remaining $4-5.
Here's a scenario that I come across about once a week.
Me and a friend go bowling. We are fairly serious and we generally go once a week. After trying out a couple different places and comparing prices, service, quality, equipment, and atmosphere, we almost always go to 300. The place is really nice and it is unique in that it is really set-up like a restaurant in that there is a server that will come out to your lane while you are bowling and get you food and drinks and once you are all done bowling they will give you one check that includes the games you bowled, shoe rental, and whatever food and drinks you ordered.
Now, me and my buddy, we will go in there with all of our own equipment and bowl 4-5 games and be there for about 2 hours. During that time, it is not uncommon for a server to never say a word to us. But here is the issue, we like to order food and drinks (couple of beers and an appetizer or two) and it isn't uncommon for us to rack up a $80 bill. But if no one comes by to sell us on something and all we end up getting is our games of bowling then the bill is only about $35. If a server comes by we WILL order something because we are always down for some beer. What makes it even worse is occasionally, once we are all done and ready to leave, it is like we need to shoot up some flares and start clicking out SOS just to get them to give us the bill so we can pay and be on our way. And when it plays out like that, I get really bummed out and I am not going to tip for that.

You rarely tip? I remember when i was serving tables and people would act totally cool and then leave next to nothing as a tip. It's extremely rude.
You also have to understand that the wait staff is paying to serve you when you don't tip. They have to tip the Bartender for making their drinks, The Bussers for cleaning their tables and food runners for taking out their food. This all happens whether they get tipped or not. Papakiet is completely right, those few extra dollars aren't that much to you, but it really makes or breaks someone's night in the service industry.

when at the bar sometimes a beer is say 3.50 would you be pissed if i left a $1 and the two quarters?
when tipping i always feel like scum leaving change and always round it to the dollar
... so what is it? and what about just leaving the 2 quarters? for a 3.50 beer?
reason i ask is cause i HATE CHANGE!

$3.50 I would call it even at $4...They get tipped every minute if theyre working hard...and 50 cents a min is $30/hr which is pretty good if I'm not mistaken! Charge $3.01 and i'll leave you 99 cents lol

+ if your getting free drinks (as a guy) you might want to make sure your not at a gay bar or dealing with a tender thats crushing on you
another way to make a bar tender friend is have some hot girls flash him haha
