While people DO bolt their harnesses to the floor directly behind their seat it is a HORRIBLE and UNSAFE way of doing things. It's a great way to break your back/clavicles in a crash. Safer, but still not perfect is having the belts bolted between the rear seat cushion and seat back. Safest would be a harness bar so that the harness goes STRAIGHT back at shoulder level.

i like the look of it , if u were going for the show look, then it looks freaking awesome!!!!, but for my taste i like it to sit a little higher with a lot more meat, but hey ur car ur taste and it still looks good

Also, if someone does bolt to the floor, it should be with grade 8 hardware, using washers on both sides of the bolt that are a minimum of 4" in size to spread the load they take.
and on bolt in cages, yes they can fail if not set up right, but a WELL set up one, should save your *** from major dammage.

The stretch isn't necessarily too dangerous but having the lip of the wheel that exposed will be dangerous. The wrong pothole will break a chunk right off. I've seen it happen a million times.
That said, rock what you like brah, it's your car. I can't say I haven't run far more dangerous things on my car when I was younger.
