The following areas have att's 3G coverage and I think you'll have some good experiences with the speeds that network gives you. The down side is that att charges higher rates a month. If you get a Samsung blackjack you can get a unlimited data and 200 text/photos for 19.99 or 29.99 a month and I believe you can tether your phone. Just don't tell the guy at the counter he'll try to up sell you.
I personally use a Blackberry Pearl and love it, I love the Blackberry Curve as well, my sister enjoys the Samsung Blackjack but doesn't use data on it. Keep an eye out for the HTC tilt but I get a lot of bad remarks about the Treo 750w (bad phone is what I'm getting).
3G (up to broad band speeds) areas in WA:
Bellevue, Seattle, Tacoma, Vancouver all have 3G coverage from att.
