back in 1999 when AB23 was passed and signed into law, the law banned firearms deemed "illegal" by politicians.

by naming the firearms by name and model, after dec 31, 1999; they were now illegal to rent, buy, manufacture, import, etc. into kalifornia.

around middle of 2005, a few smart people looked closely at AB23 (the roberti-roos assault weapons ban law) and found that

1. if a firearm not on the list
2. didnt have evil features

was good to go. in fact i know of 2 people who wrote the CA DOJ and were given letters saying that it was legal to do.

the only barrier was now, finding an FFL to actually do the transaction. after all, back then, anything AR/AK related was a no-no.

one rather righ guy paid a local dealer to do the transfer after getting the DOJ letter. soon another guy got his lower transferred.

next thing you know, i was drove close to 4 hours to pick up my lower from kern county cause this the was first dude around me who would actually do the transfer around the first week in january 2006...

Negative. Colt "Sporter" and Colt "AR15" are banned by name. However, Colt finally got smart realizing CA is a huge AR market and made an off-list lower. If you look at the official ban list, the Colt "M4 Carbine" isn't on it.
