Basically, you are always beeing monitored. From factory OS and firmware, so only way is to hack it and procreate a new device.

Telephone companies have been recording phone calls since the mid 80's and compressing, indexing & storing them for future reference. Every mobile call has to get routed through the terrestrial (landline) network and back again so the government has access to it for recording purposes. This is because they didn't have the equipment necessary to decrypt the A5* encryption used by the cellular system back when GSM was implemented and nobody has been none the wiser nor has it caused any problems for anybody (well apart from organised crime & terrorists anyway).
ISP's log every site you go to (including non-dynamic site data), it's called a cache and is used to speed up access to frequently visited sites and is stored for as long as the storage media allows usually. The government could (in theory) get access to this cache data with or without the ISP even knowing about it but whether or not they have anybody working for them with these sorts of skills yet is highly doubtful due to their policy of not employing criminals to teach them how to catch criminals.
So in short, if it happens (officially anyway) you won't even know so don't stress, just carry on like normal and it will all blow over as it always has done every other time.
