I called. I have a ticket due the 28th of August.

"Sir, if there is no budget signed, then simply go to your appointed court date and speak with the judge regarding a resolution."

no rights apply for infractions and when in front of commissioner (not judges).

You only get all that when you have a misdemeanor or felony. Infractions are money making tools.
